As a GSM mobile station moves, it may move out
of the coverage of the base station to which it
is affiliated. When this occurs, a change of affiliation (known
as handoff or handover) may occur. If the mobile has
a currently active connection, the network provides a seamless transition
to the new base station, and maintains the connection. This
is only possible if capacity is available on the new
base station.
