Cognition is the faculty of knowing, perceiving and conceiving
(conceptualising). In the context of risk management and decision making,
cognition is a capacity that emerges along with consciousness
as the awareness of strategic choice. This consciousness occurs at
the implicit level, where judgement is being exercised, just as
it does at the higher levels where deliberate and conscious
choices are made. The key to cognition lies in
the development of consciousness (Eden and Spender, 1998: 34) or
situational awareness (Klein, 1998).
