Measure Of Effectiveness (MOE). A measure of effectiveness is a system-level metric used in systems engineering to quantify the performance of the system solution in meeting the users needs. Measure Of Performance (MOP). A measure of performance is a lower-level metric that provides design requirements necessary to support a measure of effectiveness. Metric. A metric is a measure used in systems engineering to provide an indication of achievement or progress. Milestone. A milestone is an event that can be used to measure progress. Normally, major milestones are identified in the contract and are used as points of progress report as well as payment points. Military Handbooks. Military handbooks are less-formal versions of military standards in that they are generally focused on guidelines for design than on the content of a full standard. Military Standards. Military standards are standards produced by military standards bodies for the development of military systems. Mission Profiles. User requirements documents often describe the potential use of the systems by way of a range of mission profiles that describe how they envisage using the system. Mock-Up. A hardware or software mock-up is a prototype used to assist designers to assess some aspect of the design with which they do not have much experience, Modular Design. Modular design is a consequence of the hierarchical top-down design of systems engineering.
