Need Statement. The need statement is a concise statement of need describing the goals or objectives of the system development. Non-Developmental Item (NDI). A non-developmental item incudes any item that does not require development as part of the Acquisition Phase for this system development because it already exists, as a commercial off-the-shelf product, or as a product developed for another system. Non-Functional Requirement. While a functional requirement defines the services and functions that the system should provide, a non-functional requirement describes the qualities or attributes that it must posses.
