Information on MOE

A MOE is a system-level metric used in systems engineering to quantify the performance of the system solution in meeting the users needs.
Key forms of MOE typically include operational performance measures, safety, reliability, maintainability, ease of use and so on. Typically each MOE has an associated set of lower-level measures of performance (MOPs).
