The PDR is held at the conclusion
of Preliminary Design in the systems engineering process to evaluate
the Preliminary Design effort and to review and approve the
Allocated Baseline containing the Development Specifications. A single system-level Preliminary
Design Review may be held covering all configuration items,
or a separate PDR can be held
for each configuration item. In practice a combination of approaches
is taken.
In addition to the System Specification and the Allocated
Baseline, the PDR also reviews all major
systems engineering documentation and plans (early designs, test plans, risk
management plans, Interface Control Document, preliminary drawings, and so on).
