Goals and objectives flow in a hierarchical sense from the need statement as an important first step in the User Requirements Document. Each word or phrase in the need statement should spawn a goal and each word or phrase in each goal should spawn an objective. In this way, goals and objectives start the top-down hierarchical description of system functionality.
