The Test and Evaluation Master Plan (TEMP) is the
major plan that coordinates the entire test and evaluation effort,
including test management. The Test and Evaluation Master Plan
is normally required by terms and conditions of the contract,
prepared by contractor and approved by customer.
The Test and Evaluation
Master Plan is drafted during Conceptual Design and approved
by the end of Preliminary Design. The Plan should be
reviewed at each formal review to ensure that any design
changes are reflected in the testing program.
While the contents of
the Test and Evaluation Master Plan will vary, an
outline contents should include: a system description providing a brief
description of the system and its major missions; test and
evaluation program summary including test and evaluation responsibilities and schedule;
an outline of the test and evaluation delineation between operational
test and evaluation, development test and evaluation, and acceptance test
and evaluation, reference to results of previous testing; details of
future testing, test and evaluation resource summary, including personnel, test
equipment, facilities, training and so on; appendices providing relevant documentation,
test procedures and test reports.
